摘　　要：针对湖州市正在探索创建内河水运转型发展示范区的现状,解读示范区的内涵,归纳目前我国内河水运运行面临的五大挑战,指出建设湖州内河水运转型发展示范区的意义,进一步阐述示范区所承担的三项功能,并介绍湖州市水运发展的经验与挑战,最后从体制管理、设施建设、产业发展等六个方面针对性地提出示范区创建的对策建议.In view of the fact that Huzhou City is exploring the creation of a demonstration zone for the operation of inland waters,this paper interprets the connotation of the demonstration zone and summarizes the five major challenges facing the current river waterway operation in China,which leads to the significance of constructing the demonstration zone for the operation of the inland river water in Huzhou.And then it further elaborates on three functions of the demonstration zone and the experience and challenges of the development of water transport in Huzhou City.Finally,it proposes countermeasures for the creation of demonstration areas from six aspects：system management,facility construction,industrial development and so on.
