新形势下上海高校归国留学人员统战工作机制研究

摘　　要：归国留学人员已经成为我国高校教师的重要组成部分,也是高校统战工作的重点群体之一。本文采用问卷调查法对上海高校部分归国留学教师进行调查,发现目前高校存在没有充分认识归国留学人员的作用,对他们的政治引导不够,晋升通道不尽合理,团队建设支持不到位,后勤工作不完善等问题。本文分析提出要重视归国留学人员的统战工作,在高校管理中设置相应的组织机构,及时更新归国留学人员的信息,对优秀人员进行表彰,树立榜样等建议。Overseas returnees have become an important composition of university teachers and also one of thecritical group in united front work in universities.The study employed survey investigation method and found out thatcolleges and universities did not attach sufficient importance to the impacts of overseas returnees.A number of problemsexisted including lack of political guidance for overseas returnees,unreasonable promotion channels,lack of team buildingsupport and logistics support.Based on the analysis,suggestions were provided that Emphasis should be placed on theunited front work of returnees.Set up management offices for overseas returnees.Timely update the information ofreturnees and award outstanding role models.
