摘 要:兼具产业链与产业集群双重优势的新型复合组织"集群式产业链",能显著提升高技术产业创新能力,但内在提升机理尚待进一步解析。基于此,以京津冀为例,对集群式产业链与高技术产业创新提升机理进行深入探究,并运用BCC-DEA模型,采用多阶段算法,进行实证分析。研究表明:集群式产业链通过高效要素流动、联动创新平台以及外部性效应实现创新低成本、技术集成创新和扩散,进而提升技术创新效率;集群式产业链水平不同,创新效率也不同。对此,京津冀政府应加强统筹合作,引导集群式产业链发展,形成完整的产业链条,扩大规模收益,促进高技术产业技术创新效率的提升,实现京津冀协同发展。Cluster industrial chain, with the dual advantages of both industrial chain and industrial cluster, cansignificantly enhance innovation capacity of high-tech Industry , but the mechanism needs to be further analyzed.Therefore, the paper firstly explores the mechanism between cluster industrial chain and high-tech industry capacity, thentakes Beijing-Tianjin-Hebei as an example and resorts to BCC-DEA model and multi-stage algorithm to conductempirical analysis. Results show that cluster industrial chain achieves the improvement of technological innovationefficiency by the way of low cost of innovation, technological integrated innovation and diffusion through efficient factorflow, joint innovation platform and external effects. Innovation efficiency varies with levels of cluster industrial chain. Inthis regard, Beijing -Tianjin -Hebei governments should strengthen the overall cooperation, guide the development ofcluster industrial chain, form a complete industrial chain, expand returns to scale, promote technological innovationefficiency of high-tech industry, and achieve coordinated development of Beijing-Tianjin-Hebei.
