摘  要:针对煤炭设计企业转型EPC工程承包商过程中存在的诸多项目管理问题,从项目管理目标、管理内容、原组织结构等三方面论证了居于项目管理核心地位的设计企业组织结构调整的必要性;对比三种常用设计组织结构模式的优缺点,发现矩阵式结构相较职能式和项目式的设计组织优势;最后,从组织结构灵活性、权责分配、信息传递、人才管理等多方面对矩阵式设计组织结构执行过程中的若干问题给出了对策和建议。结论表明:矩阵式既考虑工程管理现实,又兼顾企业的长远发展,通过对矩阵式执行过程中问题的改进,可建立权责明确、流转顺畅的组织结构,组织优势十分明显。Aiming at the problems of project management in the transition of EPC engineering contractor for coal design enterprises,the author demonstrates the necessity of designing organizational structure adjustment which is at the core of project management from three aspects: project management objective, management content and original organization structure; compares the advantages and disadvantages of the three commonly used design organizational structure model,and finds the advantages that the matrix structure compared to the functional and project-oriented design organizational structure;gives the countermeasures and suggestions of some problems in the implementation of the matrix structure from four aspects:organizational structure flexibility,power and responsibility distribution,information transmission and talent management.The conclusion shows that not only the reality of project management,but also the long-term development of the enterprise is considered in the matrix structure. Through the improvement of the problems in the implementation of matrix structure,an organizational structure with clear responsibilities and smooth circulation can be established, which is of obvious organizational advantages.
