我国地方政府开放数据政策构建的进展与优化策略研究

摘　　要：开放政府数据政策的研究旨在从制度层面明确与深化我国开放数据的发展。通过以文本分析法对我国地方政府开放数据政策予以梳理和总结,能够明确其进展与现存问题。研究发现,我国各地政府开放数据政策遵循国家发展框架、凸显数据资源的有序储备、各地进展不一、针对性的制度有限等特点,存在缺乏有效布局和应用性规范等问题。针对这些问题,政策体系的优化应当从数据共享导向数据开放,建立有效的布局与规划,加强与指导性制度的衔接,立足本地需求完善政策。Research on open data policies contributes to promotion of open data in China, which also promotes the study in information field. The paper took the methods of discourse analysis of open data policies to understand the situation and challenges. The results show that local governments are in different stages, follow the national framework, focus on data resource construction, and lack targeted policies. The policy optimization should take the following aspects into consideration, including transforming from internal sharing to open data, establishing effective top design, enriching directional policies, and investigating into local requirements.
