公共部门信息增值产业辨析

摘　　要：随着公众对于公共部门拥有的地理、气象、交通、社会经济等信息的增值服务需求不断扩大,催生出一类专门对公共部门信息进行深度开发并向社会提供增值信息产品和服务的企业,公共部门信息增值产业已经形成。然而,现有的研究往往将公共部门信息增值产业归入信息资源产业或大数据产业,缺乏对产业的整体性研究。通过调查国内外重要政府文件和研究文献,定义了公共部门信息增值产业的内涵,同时从理论和统计两个层面分析了公共部门信息增值产业的结构,并通过与相关产业概念进行辨析,归纳出该产业的基本特征。With the increasing demand for value-added services of public sector information（PSI）,such as geography,meteorology,transportation,and economic information,etc.,a kind of enterprises specializing in the deep development of PSI and providing value-added information products and services to the society have been generated.Thus,China＇s PSI value-added industry has been formed.However,the existing researches tend to classify it into the information resource industry or big data industry,and lack the overall study of the industry.Through the investigation of important government documents and research literature at home and abroad,this paper defines the connotation of PSI value-added industry,analyzes the structure of PSI value-added industry from the theoretical and statistical perspectives,and sums up the basic characteristics of the industry through discriminating the concept of related industries.
