率先建设国际一流科研机——基于法国国家科研中心治理模式特点的研究及启示

摘　　要："率先建设国际一流科研机构"是习近平总书记2013年对中国科学院提出的"四个率先"(率先实现科学技术跨越发展,率先建成国家创新人才高地,率先建成国家高水平科技智库,率先建设国际一流科研机构)要求之一。作为国家战略科技力量,中国科学院率先建设国际一流科研机构,需要结合自身实际,同时汲取世界先进科研机构的发展经验,努力实现科研治理体系和治理能力现代化。法国国家科研中心(CNRS)作为欧洲最大的基础性研究中心,与中国科学院同属国立综合性科研机构,两个机构在发展理念、发展历程、学科布局、战略方向等方面有诸多相似之处。文章聚焦CNRS的组织运行模式、用人制度、评估体系、产业及国际化战略研究,希望借此梳理形成有助于完善现代化科研治理体系的经验规律特点,为当前中国科学院深入实施"率先行动"计划提供有益的启示和借鉴。＂Taking the lead in building a world-class scientific research institution＂ is one of the Pioneer Initiatives＇ requirements put forward by General Secretary Xi Jinping in 2013 to the Chinese Academy of Sciences（CAS）. As a national strategic scientific and technological force,CAS takes the lead in building an internationally first-class scientific research institution. It needs to accord with its own reality and to learn from the development experience of the world＇s advanced scientific research institutions so as to realize the modernization of scientific research governance system and capacity. As the largest basic research center in Europe,French National Center for Scientific Research（CNRS） and CAS are both national comprehensive research institutions. The two institutions have many similarities in development concept,development process,discipline layout,and strategic direction. This study focuses on the CNRS＇s organizational operation mode,employment system,evaluation system,industrialization of technology,and internationalization strategy. It is hoped that it would help to provide a useful reference for CAS in-depth implementation of the Pioneer Initiatives Plan.
