广州市非道路移动机械管理现状和对策研究

摘　　要：广州市非道路移动机械排放量占比较大,属于广州市大气污染控制的薄弱环节。本研究通过对非道路移动机械开展调研,发现广州市非道路移动机械具有数量不清、流动性大、监管困难等特点,结合国内外的经验,提出了广州市建立非道路移动机械使用登记系统、完善地方法规、划定非道路移动机械使用低排区等具体对策建议。The non-road mobile machinery occupied a large part of emissions in Guangzhou, which was one of the weaknesses in Guangzhou air pollution control. This research conducted a survey of non-road mobile machinery and found that non-road mobile machinery in Guangzhou had features such as unclear quantities, high mobility, and difficulties in supervision. Combined with domestic and international experience, this research had putting forward some countermeasures and suggestions such as establishing registration system of non-road mobile machinery, improving local laws and regulations and delimiting the use of low emission zone fornon-road mobile machineryfor promoting this work in Guangzhou.
