摘　　要：京津冀一体化是区域发展的重大举措,是重大国家战略。水资源是经济社会发展的重要支撑和保障,京津冀水资源一体化应当受到格外关注并落实到位。水作为稀缺资源,其一体化需要科学合理规划和安排,受到代际平衡、府际平衡、行业需求平衡、居民消费平衡等多项要素制约,协调各要素之间关系,加快水资源一体化及其保障体系势在必行。The integration of Beijing-Tianjin-Hebei is an important national strategy and a measure for the regional development. Since water resource is the important support and security of the economic and social development, the integration of water resource in Beijing-Tianjin-Hebei Region should be paid close attention and put into practice. However, the integration of water resource, as the scarce resource, need to be reasonably planned and organized. The integration of water resource is restricted by a lot of elements such as the balance of inter generation, inter government, industry requirement, household consumption and so on. Therefore, it is necessary to coordinate the relationship of these elements to accelerate the integration and security system of water resource.
