乡村振兴战略下的地方政府职能调整

摘　　要：分析了地方政府在乡村发展中存在的问题,阐述了乡村振兴战略下地方政府职能从重农业发展到重一二三产业融合发展、从先污染后治理到生态也是经济增长点、从重物质满足到重精神满足、从重管制到重自治的相应调整,最后提出了地方政府应该准确定位自己的角色,做一个产业融合的引导者、绿色乡村的保护者、文化传承的带头者、农民权利的捍卫者。The problems of the local governments existing in the development of rural areas were analyzed, and the corresponding adjustments of local government’ s functions under the rural revitalization strategy were also elaborated in this study. Thelocal government＇s functions should be adjusted as follows： paying more attentions to the integrated development of primary, secondary and tertiary industries instead of agricultural development; changing from post-pollution governance to ecological environmental protection as a economic growth point; adjusting from material satisfaction to spiritual satisfaction; adjusting from control toautonomy. It was proposed that the local government should accurately locate its own role as a leader of industrial integration, aprotector of green countryside, a leader of cultural inheritance, and a defender of farmers’ rights.
