“放管服”背景下高校科研经费管理探讨

摘　　要：通过解读"放管服"政策文件中高校部分关于科研项目资金管理措施中预算管理、经费比重、开支范围及标准、科目设置等一系列"松绑+激励"的措施,结合目前高校科研经费管理尚未存在统一体系的现状,对新形势下高校科研资金管理方式提出建立管理机制、加强全面预算管理、设计绩效评价体系、落实法人负责制等建议,以此推进高校科研经费管理改革,为高校科研发展营造良好的制度环境。Through reading a series of measures such as budget management, the proportion of funds, the scope and standard of expenditure and the setting of subject setting in the fund management measures of scientific research projects in the policy documents of the institution of discharge clothing, combined with the present situation of the current scientific research funds management in Colleges and Universities, the scientific research capital under the new situation is given. The gold management mode puts forward some suggestions, such as establishing management mechanism, strengthening overall budget management, designing performance evaluation system, and implementing the legal person responsibility system. In order to promote the retform of management of scientific research funds in Colleges and universities, it will create a good institutional environment for the development of scientific research in universities.
