摘　　要：医养结合目前是国际养老模式的趋势,但是在当前养老体制机制不完善、政府财力有限、养老资源短缺、养老供给能力不足的情况下,需要在政策层面、管理层面、操作层面遵循"医养结合"养老服务模式发展的规律,因地制宜地规划"医养结合"发展战略,完善多层次长期照护保障体系,进一步促进医养结合养老事业的发展。The integration of treatment and convalescence has currently been a trend of theinternational pension mode development, especially when the current institutional mechanism is notperfect, the governmental financial resources are limited, the resources for the aged are short and thecapacity of providing for the aged is insufficient. It is necessary to work out the development strategy of“integrating treatment and convalescence” according to local conditions at the policy level, themanagement level and the operational level based on the law of “integrating treatment andconvalescence”pension mode development. And it is also necessary to consummate the multi-level longtermcare security system, and further explores the path of integrating treatment and convalescence.
