摘  要:为解决民爆风险管理中的困局,从风险主体希望采取财务转移式风险管理而保险机构却不予承保的悖论出发,分析了民爆作业中的风险因素的管理模式,突出了保险转移对民爆作业风险的意义和作用。通过对比保险初衷和风险管理手段,结合当前的技术发展和保险模式的创新,认为民爆作业风险的保险转移可分别从行业集中度、行业组织化、信息化技术、互联网保险和大数据业务寻求突破。为解决保险前期的信息不对称和后期数据的运用,需要充分发挥行业组织的作用,同时利用当前大数据业务的发展优势,最终得出在民爆作业风险进行保险转移过程中采取提升行业集中度、发挥行业组织作用和有序推荐大数据业务的解决途径。In order to solve the predicament in the risk management of civil blasting operation,this paper started with the paradox of risk management of the subject with financial transfer and the insurance institution did not accept insurance. The management mode of risk factors in the civil blasting operation was analyzed,and the meaning and effect of insurance transfer on the risks of the civil blasting operation were highlighted. By comparing the original intention of insurance and the means of risk management,and combining with the current technological development and the innovation of insurance model,it was believed that the insurance transfer of civil explosive operation risk could seek breakthroughs from the industry concentration,industry organization,information technology,internet insurance and large data business. For solving the information asymmetry in the early period of insurance and the application of big data,it was necessary to give full play to the role of the industry organization and make use of the development advantages of the current big data business,so as to solve insurance transfer on the risks of the civil blasting operation by improving the concentration of industry,promoting the function of industry organization,and orderly recommendation of the solution of big data services.
