摘  要:规划环评是在规划层次上实施的战略环境影响评价,是衡量规划是否符合可持续发展原则与要求的工具。本文以瓦房店风电场建设规划环境影响评价为例,对风电场建设的环境影响进行识别,根据风电场开发建设的行业特征,确定其环境影响因子,进而提出可量化的风电场规划环评评价指标体系,以便更好地指导风电场规划环评的编制工作。Planning EIA is a strategic environmental impact assessment implemented at the planning level and a tool to measure whether the plan meets the principles and requirements of sustainable development. Taking the environmental impact assessment of Wafangdian wind farm construction planning as an example, this paper identifies the environmental impact of wind farm construction and determines its environmental impact factors according to the industry characteristics of wind farm development and construction. Furthermore, a quantifiable evaluation index system for wind farm planning EIA is proposed to better guide the preparation of wind farm planning EIA.
