北京低收入村致贫原因调查与发展对策分析--以通州区西集镇吕家湾村为例

摘　　要：在国家实施精准扶贫和乡村振兴战略背景下,北京市于2017年开展"北京市属高校引智帮扶工程"。北京财贸职业学院积极响应政府号召,对北京市通州区西集镇吕家湾村进行精准智力帮扶。通过调研,发现吕家湾村低收入农户年龄偏大、文化素质低,收入主要依靠政府救济,家庭成员疾患、缺乏劳动力成为致贫主要原因。针对吕家湾村的地理和资源优势,提出企业助力帮扶、加强对低收入村民技能培训、整合资源打造生态休闲旅游产业、挖掘运河文化,构建文化旅游新型农村等相关智力对策。Under the background of implementing strategies of targeted poverty alleviation and rural revitalization, Beijing launched the project of guiding the wisdom and help among Beijing municipal universities in 2017. Beijing College of Finance and Commerce actively responded to the government＇ s call for accurate intellectual assistance to Lvjiawan Village in Xiji Town,Tongzhou District. Through the investigation, it is found that the low-income farmers in Lvjiawan Village are older and have lower cultural quality. Their income mainly depends on government relief. Family members＇ illness and lack of labor are the main causes of poverty. In view of the geography and resource advantages of Lvjiawan Village, this paper puts forward some intellectual countermeasures, such as helping enterprises,strengthening skills training for low-income villagers, integrating resources to create ecological leisure tourism industry, excavating canal culture and constructing new type of cultural tourism.
