虚拟科研组织的运行机理研究

摘　　要：虚拟科研组织是应用虚拟组织的设计思想,通过现代高速发达的信息通信技术,把分布在不同地域的科研人员及团队连接起来,组建成一个动态的研发联盟。基于对虚拟科研组织内涵的认识,对其组织结构做了必要的设计和说明,并对其结构特点及与传统科研组织的区别做了详细阐释,因此为保证虚拟科研组织的有效运行,需构建以信息技术网络、知识创新网络、契约制度网络、文化信任网络为基础的运行平台,建立决策机制、协调机制、激励约束机制、分配机制、保密机制等运行机制。Virtual scientific research organization is the application of virtual organization design ideas,connecting the researchers and the team which distribute in different places though the modern highspeed development of imformation and communication technology,to form a dynamic research and development alliance. Based on the understanding of the connotation of virtual research organization,this paper designs and descrips its organization structure,explaining the differences between its structural characteristics and the traditional research organization in detail. In order to ensure the effective operation of the virtual scientific research organization,this paper constructs the construction platform of the imformation technology network,the knowledgy innovation network,the contract system network and the culture trust network, establishes a decision-making mechanism, coordination mechanism,incentive and restraint mechanism,distribution mechanism,confidentiality mechanism,and so on.
