摘　　要：中国在改革开放实践进程中,不仅创造了史无前例的经济发展奇迹,而且为发展中国家提供了一个不同于西方发展道路的现代化"中国方案"。中国共产党和中国人民为人类对更好社会制度的探索提供的方案特色鲜明,表现在经济上发展和完善社会主义市场经济体制,既强调发挥市场在资源配置中的决定性作用,又充分发挥社会主义制度优势,不断解放和发展社会生产力。政治上发展和完善人民当家作主的制度体系,在民主形式上,实现选举民主和协商民主相结合,在政党制度上,创造了一种领导——合作新型政党关系。中国方案的制度特色根本上是坚持党的领导,推进国家治理体系和治理能力现代化。In the process of reform and opening up, China has not only created an unprecedented miracle of economic development, hut also provided a modern ＂China Program＂ for developing countries that is different from the Western development path. The Communist Party of China and the Chinese people have provided a new program with distinctive features for the exploration of better social system for the mankind. In economic terms, the program aims at developing and improving the socialist market economic system, emphasizing not only the decisive role of the market in resource allocation, but also the full play of socialism with its Institutional advantages, so as to continuously liberate and develop social productivity. In political terms, it develops and improves the institutional system in which the people are the masters of the country. In the form of democracy, the program is a combination of electoral democracy and deliberative democracy. In terms of the party system, it develops a new type of party relationship （leadership-cooperation）. The institutional characteristic of the Chinese program is basically to uphold the Party＇s leadership and promote the modernization of the national governance system and governance capacity.
