苏浙沪天然气产业发展对比分析

摘　　要：选取具有代表意义的长三角地区苏、浙、沪三省市,采用比较分析法,从气源供应、管网建设、终端燃气业务、产业规模、用气价格和市场结构6个维度对天然气产业进行对比分析。三省市天然气产业发展各具特色,其中苏、浙两省市场结构的最大区别是有无省网公司。江苏省"供气环节较少"的市场结构优势凸显,促使自身天然气产业快速发展,规模居全国第一。江苏省应尽量克服供气企业"市场歧视"的缺点,加大苏北天然气管网的建设力度。浙江省在发挥省网公司优点的同时,应尽快扩大天然气产业规模。建议对浙江省网公司进行改革,将销售业务从管输业务中剥离出去,允许下游用户与气源供应商直接交易,尽可能减轻终端用户的用气成本。Taking such three representatives in Yangtze River Delta as Jiangsu, Zhejiang and Shanghai as the example, the paper conducts the contrastive analysis of natural gas industry from the aspects of natural gas supply, pipeline construction, terminal gas business, industry scale, gas price and market structure by means of comparative analysis method. The natural gas industry of the three provinces and cities has its own characteristics and the biggest difference in market structure between Jiangsu and Zhejiang is the existence of a provincial network company. The market structure of ＂less gas supply link＂ has great advantages which promote rapid development of natural gas industry in Jiangsu with the scale of the first in the country. The weakness of market discrimination should be overcome in Jiangsu province, and the construction of natural gas pipeline network in northern Jiangsu should be accelerated. Zhejiang province should give full play to advantages of provincial network company while expanding the scale of natural gas industry as soon as possible. It is suggested that the Zhejiang provincial network should be reformed to remove the sales business from the pipeline transportation and allow the downstream users to trade directly with the gas suppliers, so as to reduce the cost of the end users.
