基于机会成本的闽江流域生态补偿标准研究

摘　　要：针对基于机会成本的生态补偿标准研究存在的问题,本研究建立基于机会成本的闽江流域跨界生态补偿标准测算模型,分类统计了2010~2015年流域上游地区生态保护的成本,并结合下游地区福州市的经济发展水平确定闽江流域下游地区应支付给上游地区的补偿量。结果表明,三明市获得的补偿额为0.5694~0.9407亿元,南平市获得的补偿额为2.0104~2.7061亿元,下游地区福州市需要支付生态补偿额为2.5797~3.4913亿元。针对补偿标准测算结果提出了相应的对策措施:拓展补偿资金筹措渠道,实现政府主导与市场机制相结合的补偿模式,在补偿资金的同时加以项目或技术补偿,缓解上游地区的资金、技术压力。To address the existed problems of ecological compensation standard for opportunity cost,and according to the trans-regional eco-compensation calculating model of Minjiang River Basin which is based on opportunity cost.This paper statistical classified the ecological protection costs of the 2010-2015 in the upper reaches,and has confirmed the amount of compensation that should be paid to the upper reaches of the Minjiang River basin in the light of economic development level in the lower reaches.The results indicated that the amounts of eco-compensation received by Sanming and Nanping cities were 0.5694×10~8~0.9407×10~8Yuan and 2.0104×10~8~2.7061×10~8Yuan,respectively.The downstream Fuzhou city needed to pay 2.5797×10~8~3.4913×10~8Yuan for eco-compensation.Corresponding to it,some countermeasures are put forward as suggested：Expending compensation financing channels,combination the compensation model government-led and market.Besides the financial compensation,the project compensation or technical compensation were also discussed in this article.
