浅议健全贵州省公益林森林生态效益补偿机制的对策

摘　　要：本文通过对锦屏、施秉两县的调研分析,指出贵州省公益林森林生态效益补偿政策实施过程中存在补偿标准过低、区划界定不合理、经营水平低等突出问题,并提出了健全公益林补偿政策、动态调整补偿标准、强化公益林经营等补偿机制对策。Based on the investigation and analysis in Jinping county and Shibing county,this paper reflected that there were many outstanding problems of low compensation standard,unreasonable division definition and low management level in the implementation of the non-commercial forest ecological benefit compensation policy in Guizhou. Some management countermeasures were put forward,such as improving the compensation mechanism of ecological non-commercial forest,adjusting compensation standard dynamically,and strengthening the management of ecological non-commercial forest.
