摘 要:针对水源保护区清洁小流域治理工程数量多、影响因素复杂、评价目标多变、指标关联度大和评价效率低下等问题,研究了一种基于可拓评价模型的智能决策系统。首先对该系统进行总体设计,设计内容包括总体框架设计、建模、模型求解方法、组件设计、数据库设计等方面;其次,在建立19个指标体系的基础上,采用可拓评价模型中的物元设计,基于可拓矩计算关联度,并采用关联度函数法确定权重,将可拓评价模型可视化和组件化;最后,结合大数据技术、数据挖掘技术、互联网和物联网技术、人工智能技术等技术,开发完成了智能决策系统,解决了水源保护区清洁小流域治理评价中的诸多问题。通过浙江省3个清洁小流域治理工程的实践应用,证明该模型及系统运行稳定,效果良好,可以在水源保护区清洁小流域治理中推广应用。Aiming at many problems of the clean small watershed management project in water source protection area,such as many engineering factors,complex influencing factors,changeable evaluation targets,large index correlation degree and low evaluation efficiency and so on,the design of an intelligent decision system based on extension evaluation model has been completed.Firstly,the overall design of the system is designed,including the overall frame design,modeling,model solving method,component design,database design,etc.Secondly,an evaluation system with 19 indexes is established,atter element design in extension evaluation model is used,the correlation degree based on extension moments is calculated,by the degree of association function method the weight of the algorithm is determined;Lastly,All of these,combined with large data technology,data mining technology,Internet and networking technology,artificial intelligence technology,a visual extension evaluation model component is formed,furtherly,we developed the embedded intelligent decision system,solved the problems of governance evaluation of clean small watershed in water source protection area. Through the practice of three clean small watershed management projects in Zhejiang Province,it is proved that the model and system are stable and effective,and can be applied in the clean small watershed management of water source protection area.
