摘　　要：高质量发展的动力源于高质量改革,高质量开放倒逼高质量改革。高质量开放是实现高质量发展内外目标要求的高度统一。为了应对单边主义和保护主义,合理有效地重构国际经济贸易规则,中国必须重视内部市场制度属性的增强,逐步推进基于内需市场为主和全面提升全球资源配置能力的全球化战略;从我国新时代改革开放的国情特色和战略任务出发,中国要重视推进"断裂带"的改革与"网络带"的开放之间的协同关系;在当前美国特朗普政府肆意掀起的保护主义浪潮面前,我国应积极发挥发展中大国的地位作用,努力推动全球治理变革与正确处理好大国关系。The important motive force of high-quality reform mainly comes from high-quality opening-up. In order to cope with the unilateralism and reconstruct the new international economic rules rationally and effectively, China must attach importance to the enhancement and optimization of the institutional attributes of the internal market, and gradually promote the globalization strategy based on the domestic market demand and enhancing global resource allocation capacity. Based on the national characteristics and strategic tasks of China＇s reform and opening-up in the new era, China should pay attention to enhancing the coordination between the reform on the ＂fracture belt＂ and the opening-up on the ＂network joint＂. Confronted with the current situation of protectionism launched by the Trump administration of the United States, China should actively play the role of a leading developing country, and strive to promote global governance reform and properly handle the relationship between great powers.
