摘　　要：我国处于海绵城市建设的关键时期,正在构建具有中国特色的现代城市雨水管理体系。美国等发达国家的经验表明,科学、合理的公众参与机制是雨水管理有效实施的基础。如何提高公众满意度,在公众、政府部门及各相关利益者之间达成共识是今后我国海绵城市建设过程中的重要问题。梳理了美国雨水管理体系中公众参与机制的发展历程、经验方法和工作流程,调研分析了厦门、上海等6个国家级海绵试点城市建设过程中的公众参与情况,认为试点城市海绵建设存在公众参与度不足、参与体制不健全等问题,提出了我国建立和健全公众参与机制的建议。China is in a critical period of sponge city construction, and a modern urban stormwater management system is gradually formed with Chinese characteristics. The experience of developed countries, such as America shows that scientific, rational public participation mechanisms are the basis of the effective implementation of stormwater management. How to improve public satisfaction and reach consensus among the public, government and various stakeholders is an important issue in the construction of sponge city in the future. The development and experience methods, action process of public participation of stormwater management system in America are reviewed and the public participation in the pilot cities of six national sponge cities such as Xiamen and Shanghai are investigated and analyzed in this paper. It reveals the lack of public participation and imperfect participation mechanism in the construction of sponge city in pilot cities. These results provide suggestions and reference on how to establish and improve the public participation mechanism in our country.
