农业科研基地固定资产管理与利用效能提升分析——以江苏省农业科学院为例

摘　　要：文章以江苏省农业科学院为例,通过对科研基地登记在册并仍在使用的房屋建筑类、农田水利基础设施、设备类等资产的现状调查,分析了固定资产使用及管理中存在的房屋资产配置不合理、基础设施重建设而轻管理、设施设备报废处置不科学、日常管理不规范等问题,并提出了合理调配资产、强化管理维护、灵活处置资产和加强规范化管理等措施,以期提升资产的管理和使用效能。Taking Jiangsu Academy of Agricultural Sciences as an example, through investigation of present situation of buildings, irrigation and water conservancy infrastructure, equipment assets which were registered and still in use in the scientific research base, problems were analyzed, such as the use of fixed assets and management of housing resources allocation is not reasonable, paying much attention on infrastructure construction but less on management, facilities scrap disposal is not scientific, and nonstandard routine management. Countermeasures to strengthen the management and effective utilization of the assets were put forward, i.e., reasonable deployment of assets, effective safeguard assets , flexible disposal of assets, and strengthen the standardized management.
