农民合作社扶贫路径及对策研究——以山东省为例

摘　　要：农民合作社是一种特殊组织,有助于农民提升自身科技文化素质、改善经济状况、增强管理能力,同时也是帮助农户脱贫的最有效经济组织之一。文章通过文献综述与案例分析,阐述了农民合作社扶贫的背景、效应和机制,归纳总结了农民合作社的三条扶贫路径,即发展优势产业、带动农户发展,引进新兴技术、增加农户收入,延长产业链条、拓展产业下游,并有针对性地提出了政府加大扶持力度,引导产业发展;重视宣传教育,加强技术指导;加大信贷力度,加强财政支持等提高农民合作社扶贫效果的建议。Cooperative is one kind of special organization, which can help farmers enhance their own qualities, economic situation and management ability. Meanwhile, it is also one of the most effective economic organizations to help farmers to get out of poverty. According to the literature review and ease analysis, background, effect and mechanism of farmers cooperatives＇ poverty alleviation were elaborated in the paper. Three ways of farmers cooperatives＇ poverty alleviation were summed up, which is to develop the advantageous industry to promote the farmers＇ development, to introduce new technology to increase the income of farmers, to extend the industrial chain and the lower reaches of the production industry. Besides, some suggestions for promoting effect of poverty alleviation of the farmers＇ cooperatives were put froward, which include strengthening the government support to guide the industry development, emphasizing the publicity and education to improve the technical guidance, as well as increasing the credit strength and the financial support.
