种业人才发展与科研成果权益改革探索——以中国水稻研究所为例

摘　　要：种业人才发展与科研成果权益改革是党中央、国务院为深化种业体制机制改革,加快现代种业创新发展的重要举措。中国水稻研究所作为首批试点单位之一,已经开展了多年的有益探索。文章总结了中国水稻研究所在种业权益改革中采取的措施、取得的成效和经验,提出了加强人才队伍建设、强化基础研究和完善政策体系等建议,以期为其他试点单位工作的开展提供参考。The development of seed industry talents and reform of rights and interests of scientific research achievements is an important deployment of the Central Committee of CPC and the State Council for deepening institutional reform of seed industry and accelerating the innovation and development of modern seed industry. As one of the first batch of pilot units, China Rice Research Institute （CNRRI） has carried out many useful explorations for many years. Measures taken in the reform of the China Rice Research Institute, the results achieved and the experience gained were summarized in the paper. On this basis, proposals were put forward to provide reference for the work of other pilot units, such as increasing the construction of talents, strengthening basic research, and improving the policy system.
