摘 要:海关作为维护国家贸易安全和推动贸易便利化的重要政府部门,具有义不容辞的责任支持国家提出的"一带一路"倡议。中国海关提出服务"一带一路",以实施"关通天下"为目标,旨在落实大倡议、深化大合作、畅顺大通道,形成全方位、立体化、网络式的互联互通。同时,各国日益密切的经济联系、中国国际贸易地位的提升也对海关全面协同提出了更高的要求。基于协同理论,剖析中国海关通过区域通关一体化建设实现内部协同,通过国际贸易单一窗口建设实现外部协同的因应之策。As one of the most important agencies responsible for trade secm4ty and facilitation, Chi- na Customs is bound to support the Belt and Road initiative. Thus China Customs adopted the Belt and Road service strategy, so as to put in place the initiatives, deepen cooperation with foreign counterparts, expedite customs procedure on the border and finally accomplish the connectivity of customs administrations in all-round way. Meanwhile, the increasingly close economic ties between countries and the enhanced position of China in the international trade also pose higher demand to customs coordination. Based on the collaborative theory, the paper analyzes the internal coordination through the integration of regional customs clearance, and external coordination through the single window of international trade.
