摘 要:中国重大工程根植于中国特色"政府—市场"二元作用情景,具体表现于在不同的历史发展时期,国家政治经济体系决定了不同的政府-市场二元作用,进一步影响了重大工程组织模式的设计。采用多案例分析方法,结合计划经济时期、改革开放时期重大工程典型案例,识别出其外部政策背景与工程环境,分析二元作用对组织模式设计的影响,梳理新中国成立以来我国重大工程组织模式演变的内在规律,以期对未来组织模式的预测和创新提供借鉴。Megaprojects in China are rooted in the "government-market" dual role scenario with Chinese characteristics. In different historical periods,the national political and economic system determines the co-effects of government and market,which deeply affect the design of megaproject organization modes. Based on typical cases of megaproject during the period of planned economy and the period of reform and opening up,this paper identifies the external policy background and environment of typical cases in different periods,analyzes the influence of the co-effects of government and market on the design of organizational patterns,and summarizes the inherent laws of megaproject organization modes evolution,in order to provide reference for the prediction and innovation of the future organizational modes.
