农业科研单位财政专项资金支出进度管理的难点与对策分析

摘　　要：近年来,国家和各省提出加快财政资金支出进度,尽早发挥资金效益的要求,新《预算法》中明确规定了资金支付进度的相关条款,各省级财政也将加快财政资金支出进度作为重点来抓,并与部门绩效考核相挂钩。基于河北省促进预算执行工作实际,结合农业科研单位预算执行情况,分析支出进度管理的难点并提出对策。In recent years, the state and provincial government proposed to accelerate the progress of fiscal expenditure and play an early role of fund efficiency. The new Budget Law of the People抯 Republic of China clearly stipulated the relevant clauses of expenditure progress, provincial financial departments focus on fiscal expenditure and it is related to department performance appraisal. This article analyzed the difficulty and countermeasures of expenditure progress, being connected with Hebei budget implementation work and agricultural research departments？budget implementation.
