摘　　要：在国家构建"大卫生、大健康"发展新格局和实施"二孩政策"的大背景下,整合卫生和计生资源,引导计生队伍转型,充分发挥计生基层网络优势,参与健康促进工作,将有利于提升计生队伍职能效益,有利于推进健康促进工作发展,有利于提高居民的健康素养和健康水平。罗湖区在以人民健康为核心的区域医疗卫生服务体系改革中,区政府创新性提出将计生队伍培训转型为居民健康促进员,纳入家庭医生团队,参与健康促进服务,切实打通基层医务工作者和居民的"最后一公里",促进健康促进工作跨越式发展,取得阶段性成效。In the background of building new patterns of “big sanitation,big health”,and the new development and implementing the “two-child policy”,integrating health and family planning resources,guiding the transformation of family planning team,giving full play to the advantages of grassroots network of family planning,and participating in health promotion work will be conducive to improving the functional efficiency of family planning team,promoting the development of health promotion,and improving residents’ health literacy and health level.In the reform of regional medical and health service system centered on people’ s health in Luohu District,the district government innovatively proposed transforming the family planning team training into a resident health promoter,and incorporating it into the family doctor team in order to participate in health promotion service,effectively get through the “last mile” of grassroots medical workers and residents,and promote the leapfrog development of health promotion.And the phased results are achieved.
