摘　　要：上海国际贸易单一窗口建设须在发展方向、跨部门合作、数据元目录标准化以及功能溢出的商业化等方面尽快做出改变。一是处理好与国家标准版之间的关系,主动地聚焦于口岸物流特色服务功能的发展。二是以单一管理委员会为平台,大胆推动国际贸易单一窗口跨部门合作体制的创新发展。三是探索建立无部门属性的单一窗口数据元目录,有效破解标准化核心瓶颈。四是以商业化运作方式为切入点,推动上海国际贸易单一窗口功能的国际与国内溢出。The construction of a single window of international trade in Shanghai should be changed as soon as possible in terms of development direction, cross sectoral cooperation, standardization of data catalogue and commercialization of function spillover. Firstly, to deal with the relationship between it and the national standard edition, and actively focus on the development of port logistics services. Secondly, we should take the single management committee as the platform to boldly promote the innovation and development of the single window cross sectoral cooperation system of international trade. Thirdly, to explore the establishment of a single window data element directory without departmental attributes, effectively breaking the standardization bottleneck. Fourthly, it is necessary to promote the international and domestic spillover of the single window function of Shanghai＇s international trade by means of commercialized operation.
