摘　　要：海洋生态补偿机制的建立和完善是海洋生态文明建设的重要内容,也是推动我国海洋产业绿色转型的重要环节。海洋生态补偿对于海洋环境的维护、产业结构的优化、海洋保护资金量的扩大都有积极的推动作用。要从绿色发展理念的贯彻落实、法律法规的完善、补偿资金的运行、管理体制的规范化、技术支撑和公众参与等多方面推动海洋生态补偿政策的完善和实施。The establishment and improvement of Marine ecological compensation mechanism is an important part of Marine ecological civilization construction and also an important link in promoting the green transformation of Marine industry in China. Marine ecological compensation has a positive effect on the maintenance of Marine environment, the optimization of industrial structure and the expansion of Marine conservation funds. Therefore, the improvement of the Marine ecological compensation policy and implementation shall be promoted from the implementation of green development concept, the per fection of laws and regulations, the operation of the compensation funds, the standardization of the management system, technical support, public participation and so on.
