摘　　要：国务院2015年9月正式批复的《环渤海地区合作发展纲要》增加了内蒙古自治区为环渤海地区合作的主要省(区、市),同时明确了内蒙古自治区首府呼和浩特市为环渤海地区内陆合作的战略中心城市。新的发展形势为内蒙古自治区及首府城市在环渤海地区合作中立足自身优势参与国家战略创造了前所未有的发展机遇。结合"一带一路"建设,探讨内蒙古自治区首府利用地区资源优势错位发展打造"一带一路"和环渤海地区合作的战略中心城市,旨在为民族地区发展研究提供参考。October 12, 2015 by the ＂Platform for Cooperation and Development Bohal Sea region,＂ the State Council officially approved the release of the ＂Outline＂ to promote cooperation in the development of regional specialties, dislocation development, interactive development, based on a dear Inner Mongolia Autonomous Region for the Bohai Sea regional cooperation the main provinces （autonomous regions and municipalities）, while clearly the capital of Hohhot in Inner Mongolia is landlocked cooperation in the Bohai Sea region＇s strategic center of the city [1].
