“产业溶解”理念下资源型城市转型发展的理论与实证研究

摘　　要：本文在分析国内外资源型城市转型发展的理论及实践基础上,探讨了资源型城市发展的一般规律,在辩证唯物主义等哲学理论的指导下尝试性提出了"产业溶解"理念.通过对资源型城市晋城市经济发展的历程进行实证分析,识别其发展过程的起步期、成长期、繁荣期和衰败期,在此基础上,通过对其煤炭资源储量及开采年限、煤炭投资效益、产业结构偏向和生态环境效益的分析,做出晋城市转型的阈值诊断.研究表明,晋城市现阶段必须进行转型才有利于其可持续发展.针对晋城市的实际情况,在"产业溶解"理念的指导下,从发展煤基产业、园区生态化、引进人才技术和大力促进现代服务业等方面提出了晋城市转型的主要路径,以期为晋城市转型发展提供理论和实践的借鉴.Based on the analysis of the theory and practice of the transformation and development of resource-based cities at home and abroad,this paper discusses the general law of the development of resource-based cities,and tries to put forward the concept of industrial dissolution.Through the empirical analysis of the process of economic development of resource-based cities in Jincheng City,the development period,growth period,prosperity period and decay period of the development process are identified.On the basis of this,we analyze the four aspects as follows：①coal resources reserves and mining years; ②coal investment benefits; ③industrial structure bias; ④ecological and environmental benefits analysis; to make Jincheng transition time threshold diagnosis.Research shows that Jincheng at this stage must be transformed in order to facilitate its sustainable development.According to the actual situation of Jincheng City,under the guidance of the concept of industrial dissolution,the main path of Jincheng transformation is put forward.
