我国科技成果转化水平的省际比较研究

摘　　要：在已有研究的基础上,针对科技成果转化的内涵与特点,根据指标体系建立的完备性和独立性相结合、科学性和可行性相结合、普遍性和特殊性相结合等原则,选择了10个指标,并用德尔菲法计算了有关指标的权重,构建了较为合理的科技成果转化指标核算体系。在此基础上,测算了全国31个省份的科技成果转化绩效,并对各省科技成果转化水平进行了横向比较,发现我国东中西部之间科技成果转化水平存在较大差异,全国科技成果转化水平总体呈现"东-中-西"部逐渐递减的格局,中西部欠发达地区要想实现赶超发展目标,就必须要提高科技成果转化水平。On the basis of existing research,in accordance with the connotation and features of the transformation of scientific and technological achievements,according to the index system to establish the completeness and independence,combining the scientific nature and feasibility,combining the principle such as the combination of universality and particularity,chose the 10 indicators,using Delphi method to calculate the weights of indicators,constructs the reasonable transformation of scientific and technological achievements index calculation system.On this basis,to measure the national 31 provinces,the performance of science and technology achievements transformation of the provincial level of transformation of scientific and technological achievements and transverse comparison,found that the transformation of scientific and technological achievements level there is a big difference between the eastern Midwest,general in the transformation of scientific and technological achievements on the national level in the＂east-west＂of the pattern of gradually diminishing,the central and western underdeveloped areas to achieve tremendous development,it is necessary to improve the level of transformation of scientific and technological achievements.
