摘 要:本文首先梳理了我国防灾减灾政策的发展,指出当前阶段在灾害监测、预警、评估及控制等技术仍有欠缺,信息化防灾减灾能力相对薄弱,并缺少综合化、集成化与系统化的防灾减灾科技平台建设。为促进城市防灾减灾建设从应对单一灾种向综合防灾转变,提高防灾减灾信息化管理水平,本文提出以数字化技术为手段,在系统研究城市建设多灾害防御技术基础上,构建"单体建筑防灾设计—区域防灾分析—统一管控平台"三个层次的城市综合防灾减灾技术理论体系,完善了城市综合防灾减灾体系,实现了从单体建筑到城市不同维度的灾害分析与处置决策支持,对于提高我国城市建设的综合防灾减灾能力具有重要意义。This paper first sorts out the development of China's national disaster prevention and mitigation policy,and points out that the disaster monitoring,early warning,assessment and control technologies of the current stage are still lacking,the informatized capabilities of disaster prevention and mitigation are relatively weak. So it is short of comprehensive,integrated and systematic science and technology platform for disaster prevention and mitigation.In order to promote the level of prevention and reduction of urban disasters from resisting a single disaster to coping with comprehensive disasters, and to improve the information management level of disaster prevention and reduction,this paper proposes the use of digital technology as a means to systematically study urban construction multi-disaster defense technology,and builds a three-level urban comprehensive disaster prevention and mitigation technology theoretical system of "single building disaster prevention design-regional disaster prevention analysisunified management and control platform". It will improve cities' comprehensive disaster prevention and mitigation system,and realize disasters analysis and decision support from individual buildings to different dimensions of a city,which is of great significance for improving the comprehensive disaster prevention and mitigation capability of urban construction in China.
