摘　　要：医疗质量及安全管理是政府治理与公共管理理念与实践在特定领域的体现。为适应新形势下实施"健康中国"战略、推进"放管服"改革的需要,需进一步强化政府主导责任,在准确把握新时期医疗质量及安全管理特点、分析监管实践面临的现实挑战基础上,创新监管机制,明确监管主体,厘清不同主体监管责任定位及实现方式,合理整合监管资源与监管功能,促进监管目标与手段的融合,加快建立联合监管模式提高医疗服务质量与安全综合监管效能。Medical treatment quality and safety management is the manifestation of governance theory and public management practice in health care area. In the context of Healthy China, Delegation-Regulation- Service Reform and Medical System Reform, we are supposed to promote regulatory mechanism innovation, integrate supervision resource and function, merge supervision goal and means, build consolidated supervision mode, and practice integrated supervision institutions in medical quality and safety supervision area, to eventually improve the integrated supervision efficiency of medical service quality as well as safety.
