摘　　要：改革开放以来,我国城市住宅建设行政审批制度呈现出不同的阶段性特征。其作为政府配置公共资源的重要手段,体现为对微观经济的干预,在一定历史时期,对于促进地方经济社会发展,改善居民居住环境发挥了重要作用。随着市场化进程的日益加快,城市住宅建设行政审批制度的各种弊端也逐渐暴露,重审批轻规划、审批环节繁琐、形式审查为主、缺乏有效监管等问题都导致制度成本仍然过高。在推进国家治理体系和治理能力现代化的大背景下,改革成为必然。需要更大程度地发挥市场在资源配置中的决定性作用,加强规划管理,突出宜居要求,改变碎片化治理体制,简化审批事项,优化审批流程,严格批后监管,真正实现人民"住有所居"的政府治理目标。Ever since the reform and opening up, administrative examination and approval system for China＇s urban residential construction has presented different features compatible with its development stage. As an important means to allocate public resources, administrative examination and approval system reflects the intervention of micro-economy. In a certain historical period, it played an important role in promoting local economic and social development and improving the living environment of residents. With the acceleration of marketization process, various drawbacks of the administrative examination and approval system for urban residential construction have gradually appeared, such as more attention paid to approval rather than to supervision, tedious examination and approval procedure, more formal examination than substantive examination, lack of effective supervision, etc. All these problems have led to excessively high institutional costs. Under the background of advancing the modernization of national governance system and governance capacity, necessary reform needs to be carried out. Meanwhile, we ought to give greater play to the decisive role of the market in resource allocation, strengthen planning management, highlight livability requirements, change fragmented status of governance, simplify examination and approval matters, optimize examination and approval procedure, and execute strict postapproval supervision, so as to tndy achieve the governance objective of solving the housing problem of the masses.
