摘 要:建立切实有效的激励约束和容错纠错机制,是新时代推动全面深化改革进程不断深入的重要机制性保证。从干部的行为策略角度分析,提升激励约束和容错纠错机制的有效性,必须厘清激励与约束的关系,坚持正面激励为主,严格约束"兜底";必须科学界定容错纠错的适用范围,在不涉及违规违纪的前提下,对干部给予更大宽容度;必须增强机制实施的可操作性,制定简明清晰的程序步骤,加强与其他规章制度的衔接配合,统筹引导干部积极主动担当作为。The establishment of effective incentive—constraint and fault—tolerant& error—corection mechanisms is an important institutional guarantee for the comprehensive deepening refolqTI process in the new era.From the perspective of the cadre’s behavioral strategies.to improve the efectiveness of incentive—constraint and fault— tolerant& error—corection mechanisms.it is necessary to clarify the relationship between incentives and constraints.keep a reasonable balance of positive incentives and strict constraints;and also scientifically define the scope of fauh tolerance.On the premise that violations of discipline are not involved,more tolerances should be given to cadres;at last the operability of the mechanisms must be enhanced,concise and clear procedural steps must be formulated,and convergence with other rules and regulations must be strengthened.A11 measures ab ove should be implemented as a whole,so as to guide all cadres to work hard and take their responsibilities.
