摘　　要：破解公共管理学"身份危机"的关键在于立足国家治理能力建设实践所面临的新挑战,将其中最重大、最现实、最迫切的问题作为重要命题开展研究,从而把学科螺旋式发展的内在规律和国家治理实践的发展态势结合起来。非传统安全已经成全球治理话语体系的核心议题之一,是我国国家治理能力现代化面临的最重大、最现实和最迫切的挑战之一。非传统安全研究是公共管理学科应当重视的重要命题,也是学科发展的重要机遇。非传统安全研究迫切需要从公共管理学科视角进行建构。The discussion of ＇ identity crisis＇ in public administration is one of the motivations to develop the research of public administration. The key to solve the problem of ＇identity crisis＇ is to focus on new challenges facing the practice of national governance system and capability of construction. In the list of challenges, the most urgent and practical ones should be on the high priority research topics. Furthermore we should have a method to combine principle and practice of the development of the national governance. Nowadays, non-traditional security issues have been the top topics of global governance system, which are the most important, urgent and practical challenges to negatively affect the modernization of China＇s governance capabilities. The research of non-traditional security issues should place emphasis on public administration in China. It is an important opportunity to develop the subject and structure from the perspective of public administration.
