摘　　要：党的十九大首次提出"实施乡村振兴战略",绘就了我国新时代"三农"事业发展的宏伟蓝图。实施乡村振兴战略,深刻反映了国内外城乡发展规律的基本要求,集中体现了实现民族复兴中国梦的现实需要,充分顺应了农民群众对美好生活的热切期盼。乡村振兴是一个综合性系统工程,必须科学把握产业发展规律、乡村人才发展规律、乡村文化发展规律、生态发展规律和乡村社会发展规律。乡村振兴战略要正确处理好经济发展与生态保护、脱贫攻坚与乡村振兴、农村改革与乡村振兴、政府主导与农民主体的关系,实施以空间布局、要素资源、公共服务以及基础设施为重点的城乡融合,以产业链条完整、业态丰富、利益紧密、融合协调为重点的产业融合和以生产生活生态相协调、农业文化旅游相结合、脱贫发展振兴相统一、农业现代化农村信息化农民职业化相适应为重点的功能融合。推动乡村振兴,遵循乡村发展规律,要避免把城乡建设割裂开来、大拆大建、搞"一刀切""一窝蜂"、见物不见人等现象。The 19th National Congress of the Communist Party of China first put forward the ＂implementation of the strategy of rural revitalization＂ and drew a grand blueprint for the development of the cause of ＂agriculture, countryside and farmers＂ in the new era. Implementing the strategy of Rural Revitalization profoundly reflects the basic requirements of the urban and rural development at home and abroad, embodies the realistic needs of realizing the dream of national revitalization of China, and fully conforms to the ardent expectations of the peasants for a better life. Rural revitalization is a comprehensive systematic project. We must grasp the industrial development, rural talent development, rural cultural development, ecological development and rural social development scientifically. The strategy of Rural Revitalization should correctly deal with the relationship between economic development and ecological protection, poverty alleviation and rural revitalization, rural reform and rural revitalization, government-led and peasant-oriented, and implement urban-rural integration focusing on spatial distribution, factor resources, public services and infrastructure, with a complete industrial chain and rich industrial formats. Industrial integration with close interests, integration and coordination as the focus, and functional integration with production and life ecology, agricultural culture and tourism, poverty alleviation and development and revitalization, agricultural modernization and rural informatization farmers ＇professionalization as the focus. Promoting Rural Revitalization and following the law of rural development, we should avoid splitting urban and rural construction, demolishing and building large-scale projects, carrying out ＂one-size-fits-all＂, ＂a swarm of bees＂ and seeing things without people.
