乡规民约在乡村社会信任建设中存在的问题及对策分析——以汨罗市为例

摘　　要：文章通过对湖南汨罗市的实证调研,分析乡规民约在乡村社会信任建设中的现状,发现乡规民约对农村社会信任的建设依然发挥着重要作用,但也存在一系列问题,包括乡村治理中存在传统乡规民约价值的消解、乡规民约约束作用的减弱、乡规民约宣传力度的不足,以及乡规民约制定存在不规范等,导致这些问题出现的因素主要是村民的个体差异、农村社会流动性加快以及利益竞争的加剧。对此,应该健全乡规民约在农村社会信任建设中的制度,注重农村社会信任文化建设,加强宣传力度,完善保障机制等,发挥乡规民约在农村社会信任建设中的积极作用。Through the empirical investigation and analysis of the rural regulations in Miluo City of Hunan Province, this paper finds that the rural regulations still play an important role in the construction of rural social trust, but there are also a series of problems, including the value elimination of the traditional rural regulations in rural governance, the weakening of the binding effect of the rural regulations, the insufficient propaganda of the rural regulations, and the existence of irregularities in the formulation of the rural regulations, and so on. The main factors leading to these problems are the individual difference of villagers, the acceleration of rural social mobility and the aggravation of interest competition. Therefore, it is expected to improve the system construction, enhance the construction of the culture of rural social trust, strengthen propaganda and improve the guarantee mechanism, so as to develop the positive role of rural regulations in the construction of rural social trust.
