公共外交思维在中国对外涉台问题中的运用分析

摘　　要：中国对外涉台治理一直属于传统官方外交的范畴,主要由政府采取谈判、协商、抗议等形式来实施对外涉台事务,要求外国政府遵守"一个中国"原则,尊重中国国家主权和领土完整。在传统官方外交的基础上,公共外交适应了中国对外涉台治理的需要,它在策略、话语与形象三个方面都有了新的突破与转变,在一定程度上弥补了传统涉台外交的不足,有利于中国对外维护"一个中国"原则,捍卫中国主权与领土完整。The governance of China＇s Foreign Affairs in Taiwan has always been the subject of traditional official diplomacy. The government mainly adopts the forms of negotiation,consultation and protest to carry out foreign affairs concerning,and requires foreign governments to comply with the ＂One China＂ principle,and respect for China＇s national sovereignty and territorial integrity. On the basis of traditional official diplomacy,public diplomacy has adapted to the needs of China＇s Foreign Affairs in Taiwan. It has made new breakthroughs and changes in the three aspects of strategy,discourse and image,and to a certain extent has made up for the shortcomings of traditional China＇s Foreign Affairs in Taiwan. Also it is conducive to safeguard the“One-China”principle and protect China＇s sovereignty and territorial integrity.
