摘　　要：阐述了青岛市长期护理保险制度的发展现状,从筹资渠道单一化、护理人员缺乏专业性、照护服务评估等级不科学等方面,分析了青岛市长期护理保险实施过程中存在的困境,提出建立多元化筹资渠道、建立专业护理团队和提高服务质量的建议,旨在构建可持续发展的长期护理保险制度。This paper expounds the present situation of the long term nursing insurance system in Qingdao, analyzes the diffi-culties existing in the implementation process of the long term nursing insurance in Qingdao from the aspects of the single-ness of financing channels, the lack of professional nursing staff and the unscientific evaluation level of care services, andputs forward the suggestions of establishing diversified financing channels, establishing professional nursing teams and improv-ing the quality of service, in order to set up a long term nursing insurance system for sustainable development.
