摘　　要：突发性水污染通常具有不确定性、突发性、处理艰巨性、影响长期性的特征。对山西晋城而言,水资源对相关产业的发展有着至关重要的作用,水污染的出现不但制约经济的发展,更会对普通民众的生活质量和社会和谐造成影响。鉴于此,构建应对突发性水污染事故的应急管理系统,创建从官方到普通民众共同参与的氛围,已经迫在眉睫。Sudden water pollution is usually characterized by uncertainty, suddenness, arduous handling, and long-term effects. For the city of Shanxi Jincheng, water resources play a vital role in the development of related industries. The emergence of water pollution not only restricts the development of the economy, but also affects the quality of life and social harmony of ordinary people. In view of this, it is urgent to build an emergency management system that responds to sudden water pollution accidents and create an atmosphere of participation from the official to the general public.
