摘　　要：公共图书馆在长达半个多世纪的发展进程中,其功能和角色实现了从单一的教育功能向多元的教育、信息、政治、社会等诸多功能转变,适应了社会需求和时代变化。我国公共图书馆发展缓慢的深层次原因一方面可能源于对公共图书馆巨大的政治、经济、社会功能认识不足,另一方面公共图书馆本身可能未适时准确挖掘、回应社会对其的需求。In the development process for over half a century , the function and the role of public library transfomls from single education function to multivariate functions of education, information, politics, society. The change meets the social needs and responds to the changes of the times. The underlying reason for the slow development of the public libraries in our country is that our understanding to public library＇ s politics, economics, social function is shallow, and the public library does not timely respond to the demand of the society
