摘　　要："十八大"以来,以习近平为核心的党中央心系民忧、心系民生、心系民愿,致力于推动高质量就业,着力保障和改善民生。习近平谆谆告诫全党"就业是最大的民生。要坚持就业优先战略和积极就业政策,实现更高质量和更充分就业。"立题正是基于高质量就业促进政策研究,辅助市场这只看不见的手,调节各行业劳动力顺利转岗就业,缩短转岗空窗期。通过美国奥巴马和特朗普两任总统上任伊始都以强推减税和就业促进法案,增加就业岗位,作为施政突破口的实践行动,不难发现,美国等资本主义国家促进就业的宏观调控力度并不比我国弱,其经验启示值得我们研究借鉴。Since 18, Xi Jinping as the core of the Central Committee of the heart of Min, the heart of the people＇s livelihood, the heart is willing to promote high-quality employment, and strive to safeguard and improve people＇s livelihood.Xi Jinping got the whole party ＂employment is the biggest people＇s livelihood.＂We must uphold the priority strategy for employment and active employment policies to achieve higher quality and full employment. ＂The problem is based on high quality employment promotion policy Research, auxiliary market this invisible hand, adjust the labor force of various industries to transfer jobs smoothly, shorten the transfer of empty window period.Through the beginning of Baraek Obama and Trump two presidents to push tax cuts and Employment Promotion Act, to increase employment, as a breakthrough in the practice of governance, it is not difficult to find that the United States and other capitalist countries to promote employment of macro-control is not weaker than our country, its experience and enlightenment worthy of our study.
