摘　　要：以2015年数据作为基准年数据,依据《节水型社会建设"十三五"规划》《"十三五"新增1亿亩高效节水灌溉面积实施方案》等相关规划的约束性指标,评估"十三五"期间高效节水灌溉和工业节水方面的重点领域节水潜力。根据重点领域的节水潜力及成本估算进行节水市场需求测算,分析近期合同节水管理发展前景和主要方向,提出2020年的合同节水管理市场需求预测及产生的经济效益,为推行合同节水管理、促进节水服务产业发展提供数据支撑和信息决策。Taking the data of 2015 as that of the reference year,the water-saving potentials in the key fields of high-efficient water saving irrigation and industry are assessed in accordance with the obligatory targets stipulated in such plans as the 13 thFive-Year Plan for construction of water-saving society and the implementation schedule for an additional 6. 667 million hectares of farmland with high-efficient water-saving irrigation facilities.The demand of saving-water market is calculated based on the assessed potentials of water saving in the key fields and cost estimation,and the development prospect of contracted watersaving management as well as the main direction is analyzed.The market demand forecast and its benefits in 2020 are proposed. This study may provide data support and decisionmaking for accelerating the development of contracted watersaving management market and its relevant services industry.
