以问责防治“为官不为”:现状特点与制度反思——基于39份省级层面的制度文本分析

摘　　要：以问责防治"为官不为"是当前行政改革的重要内容。近年来,我国从中央到地方都加强了问责制度体系建设,强化治庸问责,但效果不甚理想,甚至出现了越问责,官员越不敢为、越不愿为的现象。基于部分省级行政单位问责的政策法规梳理及内容分析,从制度目标一致性与需求在地性、积极责任与消极责任、内部控制与外部控制、责任追究与官员激励等关系的角度,可以探寻当前"为官不为"问责制度体系存在的问题及其根源,并有针对性地提出政策建议。It is an important content of our current administrative reform to prevent the situation of ＂government officials neglecting their duties＂ by accountability. In recent years, our country has strengthened the institutional construction of accountability from the central to the local governments, but the result is not very ideal, and even appears that the more accountability, the more situations of ＂government officials neglecting their duties＂. Based on the content analysis of some province＇s administrative accountability policies and regulations, this paper discusses the constitutive characteristics and practical operating conditions of the accountability institutional system of ＂government officials neglecting their duties＂. It explores the existing problems and their sources of the accountability institutional system, from a perspective of relations between the general strategic objectives and the diversified demands, the positive and the negative responsibility, the internal and the external control, the responsibility investigation and the officials incentives. Finally some suggestions are put forward to perfecting the accountability system of preventing the situation of ＂government officials neglecting their duties＂.
