新时代党政领导干部培养与开发机制研究——以省部级领导干部为例

摘　　要：党的十九大报告专门提出包括领导干部在内的干部队伍高素质与专业化建设的问题。培训与开发是干部队伍建设的重要途径与形式,通过分析29个省级行政单位党政主要负责人公开的履历资料,可以发现中国党政领导干部的培养和开发有着独特的风格和模式。选拔评价标准突出政治素质与强调基层工作经历;通过有序的跨行业跨区域调动历练工作能力;强化工作考评与理论培训学习,促进政治素质与专业化水平提升。结合人力资源开发学的理论分析现有机制存在的问题,基于现有的问题与党政领导干部发展的内在规律,总结出了若干改进与优化的建议。Party and government leaders have assumed leadership functions at party committees and governments at all levels and played an important role in decision-making, commanding, organization, and coordination. The Report of the 19 th Party Congress has specially put forward the issue of cultivating highquality and professional cadres including the leading cadres. Based on the open resumes of the head of Party Committees and local governments of 29 provincial level administrative districts, this study has made specific analysis and summarized the unique style and pattern of the cultivation and development of cadres as follows：highlighting political quality in the selection standard, so that the cadres have strong political belief and keep loyal to the Party; highlighting work experience especially the experience at grass-root level, so that the cadres have good understanding about the situation and people＇s living at grass-root level; orderly cross field and cross regional mobilization of cadres, to develop their capacity of adapting to different situation and different tasks; strengthening test and evaluation of cadres work and their study of theoretical knowledge, to constantly enhance the professional level of the cadres. Finally, based on the analysis of problems and the internal laws of the development of party and government leaders, suggestions are made on how to further improve and optimize the existing development model of Chinese party and government talents.
